Can you live in rental and foster

I am posting this for a friend who want to foster Carr. She does not have a spare room but can't sell at the moment due to market. She has thought about renting her place which will cover her mortgage and renting a bigger house locally. Would that affect assessment. BTW What if you ALREADY foster and want a bigger place. Do you have to BUY somewhere bigger it is it ok to rent.

It won't matter either way whether you rent or have your own place so long as you are stable where you are, I would think.
