White spots on baby's gum

I know they get white spots as they teethe, but isn't that where the tooth is actually coming through? DS (15 months) has white bits behind a tooth that's already properly out...

It was definitely white, sort of thin and stringy-looking, not like a blister. Actually, maybe I just didn't clean his teeth properly
