4 year old killed our puppy

Thankyou for taking your time to read this. My son is 4 (nearly 5) we brought home our beautiful brown puppy 7 days ago. Yesterday I found her dead in my back garden.. I went upstairs to view the cctv footage of my garden and saw my 4 year old son throw her out of the house, my poor baby instantly broke her back as she landed. My son looked a little shocked then walked over to her and froze for 10 seconds before running inside to tell his older brother (6 years old).. they both went outside to see her laid on the ground. My 4 year old grabbed a teddy and tapped our puppy numerous times (maybe trying to wake her) then they both went inside came upstairs to me and said they where going to bed now so they wanted kisses and cuddles (it was 8pm) they did not tell me something was wrong with our puppy so I was not aware of the accident until I went for a coffee then noticed she wasn't around my feet as I walked then I found her outside stone cold... I gathered my 3 older children into one room (aged 9, 6 & 4) and asked what had happened. My 4 year old instantly said it was him in a very quite voice (Not wanting to get told of)... I did not deal with his punishment in the correct way, I have probably traumatised him, I shouted at him whilst tears where falling from my eyes as I felt for my puppy not him... he looked very sad with blood shot eyes but no tears... today he told his school teacher and she has tried to talk to him about the incident.... because I did not handle it the best I feel I've made my 4 year old emotional messed up... does anyone have any advice on what to say to him or what to do??? Thankyou
