Expedia free cancellation - too good to be true?

After receiving many helpful suggestions from lovely Mumsnetters about where to go on a solo holiday, I'm looking into logistics. I have never really done the whole beach/package holiday thing before so not entirely sure where is best to book.
A top priority for me is flexibility...I have a BA voucher but from what I can understand, you can only change flights 3+ weeks in advance unless you have a positive covid test, which isn't particularly flexible. Things can change a lot in three weeks, as we all know. I looked at Expedia and it seems that a lot of the holidays (which are really just flights + hotels from separate companies) are free cancellation up to the day before. This seems a bit too good to be true to me. Can I really cancel £1500+ of flight and hotel bookings the day before with no penalty? There's no catch here?
Would appreciate any advice !

Generally you can cancel accommodation up to the day before....not heard of flights being included in this though
