Houdini-esque 18 month old can get out of his car seat - WWYD?

Posting on behalf of my friend who is at her wits end. It's not that he can wriggle out he can just unclip it! She's tried him in a whole variety of car seats in mothercare and there were only two he couldn't undo the clips of - one which doesn't fit their car and one which was £500 (which she can't afford!)
Anyone else have this problem and how did you get round it? Thanks.

Buckle cover and houdini strap, combined with severe telling off if he tries to escape.
Kid needs to know it's unacceptable behaviour.

Please dobt recommend her a seat with impact shield. They are really not safe, and can only be used forward facing. Rear facing is the best direction at that age.

Could she glue something rough onto the buckle press part? The rougher side of velcro eg?

Thanks spanneroo, sorry missed the bit about in car safety centre on other post - I just read 'we have the £500 seat (which friend can't afford) and didn't read the end bit! I will pass this thread on for her to see.

I read on another mumsnet thread that there are products for children with special needs to stop them opening car seat buckles. Anyone heard to these. I've googled but no luck.

We have the £500 ish Cybex Sirona - had to upgrade at an awkward height/weight with houdini potential and chose a seat with a clip that felt like it needed adult fingers to undo. Not good with arthritic grandparent fingers though.

In Car Safety Centre might be a good source of advice.

No it wouldn't Sad he doesn't get his arms out, he literally just reaches down and undoes the clip (like an adult would if they were going to get him out of the car)!

Strip of Velcro/belt thing and wrap
It around the actual clip part so he can't get at the press it part?
