I've never found a nice shop bought scone. Scones need to be eaten on the day they are made to be at their best. The best scones I've eaten have been from a local farm shop or an independent sandwich shop/cafe in my county town.
Good local bakeries are your best bet.

You have to use buttermilk or sour your milk with vinegar first. Don't knead the dough too much.

agree with the Royal recipe but it did not mention Do not twist the cutter when cutting them out, if not a sharp down and up cut then the sides are smeared together and they struggle to rise
