Starting soap making workshop

Hello, does any know or know where I can find out about the regulations around teaching people to make cosmetics?
I know if I were to sell the soaps they would need testing and labelling etc. However if I am just teaching how to make them and then clients take home the soap they produce is it the same? Also the venue has public liability insurance. I assume my 'business' would need this too. Just a link to where I can find this info would be great. UK based
