Graphic design (I think)

A two part question please to anyone with knowledge of graphic design:

1. I want to produce a short run of a specialist type of journal and need someone who can convert my hard-drawn ideas into attractive pages, ready for printing and binding. Am I correct in thinking I need a graphic designer for this (as opposed to some other more specific type of individual).

2. Which is/are the best website(s) for excellent quality people? I've heard of Upwork, PPH etc but have no idea where the best graphics designers congregate.

Hi! Not sure if you're still looking, but I think you're better off finding an actual freelancer than using those sites. They're mega cheap and as such the work tends to be poor quality. I am a freelance designer myself, feel free to message me if you'd like to chat more about it!
