I'm not saying it isn't massively misjudged, but my first thought in seeing it was Bob Dylan, not hostage banners. Maybe that's what they were aiming for ? (And missed, obviously)

of course it is possible i don't remember correctly! but it feels unlikely.

That may well be your first thought but I'm fairly sure that isn't where it came from / most people won't think of. Esp the age groups that top man are aimed at.

I don't agree that the girl/young woman necessarily looks under age though. It's hard to tell, but she could easily be late teens or early 20s.

that would be ghastly no matter what age she looked.

She looks frail and frightened.
Her eyes are covered.
She is holding a notice inviting sexual contact, the implication is that she can't see what she is holding / inviting.

It's foul.

I complained about this in RL. She looks like a child. I saw it when I was loitering outside the changing rooms and found it really disturbing.
