Nice hotel for 70th birthday weekend - any suggestions?

My mum is approaching 70 and we're trying to arrange a weekend away in a nice hotel that will accommodate the whole family. There'll be 13 of us (inc 6 kids aged 1-13yrs). It has to be within 1-2 hours of London, Oxford and Leamington. I think she'll be more keen on a town/city location rather than somewhere rural so there's plenty to do and see. It would be good to find somewhere that does good food - but more relaxed than posh - and that offers baby listening or is small enough for the baby monitor to work in the dining room so that the babies can go to bed and parents can stay up. Any suggestions?
