There was a mix up, and the wrong section on something was filled in (have to be vague) and some three weeks later received an email in caps lock ranting about it being unacceptable .

Yeah, it's always worth making your point. You would need to cc to a couple of people though if you want it to change anything. I'd include the original email with date and say a. The original mistake was the result of miscommunication or whatever and b. The following email was really unprofessional. I think people should be called out, especially if it's something they're in the habit of doing to other people as well. Get stirring!!
