Is this a new thing?

I think it is what is called the assessment only route. Designed to acknowledge some people have a ton of experience and so wouldn't benefit from a taught course or need lots of mentoring on placements. Think the focus is on gathering evidence to show you meet the teachers' standards. Suspect this will become more and more the norm - recruit graduates as TAs, work them for a couple of years, select those who show promise and willing to go extra mile, assessment only to QTS, fast track through NQT - almost no cost to school because they have had a cheap teacher who has required relatively little in the way of support or induction.
