EHC plans- health service leading??

Possibly an odd question, but have any SENCOs got an EHC plan for a child which was applied for by Health rather than Education?

Got (more) paperwork yesterday from NHS provider telling us that school should instigate EHC assessment to investigate her full needs. However, the needs are medical in essence not purely educational. My understanding was that Health could put a child forward for assessment, it's not just up to school..... So in this case should they be putting together the plan?

I don't have a full understanding of the condition- it required a highly specialised assessment to get to this point. I'm very happy to be involved in the education side, but can't say I'd be keen to put in place the whole process with a limited understanding of her full needs.

I've just re-read this and it sounds as though I don't want to understand her needs. This is certainly not the case, think I'm just concerned by it all.

SENCOs don't do EHCPs. LAs do. Health have advised one should be requested by the school. However it is the LA that organise the assessments etc.
