Applying externally for Senior Leadership positions

We're looking to move to a new area, which would necessitate my DH finding a new job. He's currently a Head of Faculty. He feels he'd like to take the next step up to Assistant Head, but he only knows of people who've got the job by being promoted internally. Does anyone have any experience of applying for such a position externally and being successful? We'd be based in the South East if that makes any difference.

I was promoted to AHT externally (in the SE), although it was within a fairly small LA where everyone knew everyone. There were two internal candidates though. Having said that, our other two AHTs were internal appointments.
