what can a school DO about a child who's parent refuses to offer any support at all? who will never back up the teacher and constantly seems to view the school as the enemy?

Well they can do very little with the child i would think unless it is a behavioural issue in which case they can presumably take whatever action that their policy dictates?

it is a behavioural issue and the strategies laid out in the behaviour policy just aren't working. He was referred to behavioural support services but mum refused to sign the forms.

Then maybe the threat of an exclusion would help? Or from the other point, maybe she could be asked what strategies she would suggest or how she deals with his/her behaviour at home, or what she normally deems acceptable. Is there a marked difference between what happens at home and school that would maybe indicate an issue he is having with school or is there something at home that is spilling over into school? Without knowing the individuals here it is difficult to suggest a strategy.
