Training a cat to toilet outside

I have two cats, brothers from the same litter.

Both really affectionate. They never fight each other or other cats.

One goes in and out of the cat flap and has a wander as he pleases.

The other will not use the cat flap. Will go in the garden but never over the fence. Will only go outside if the back door is open.

How can I train him to stop using the love tree tray.

Why can't the cat use the litter tray? You need to have one for when they are shut in anyway.

Why are do you want them to toilet outside? Your neighbours will hate you!

It's much better to have a litter tray - you'll be able to spot any health problems quickly, especially as they get older.

And you should keep the cats in from dusk til dawn for their safety, anyway, so they'll need a tray.
