Have 5 horrible cats next door who never leave our cats slonr

Live in quiet area. Ver settled and happy apart from next door neighbours. They have 5 cats - 3 who are extremely aggressive. 1 of their cats attacked my daughter and they bite and attack our 2 cats at any chance. It feels like we are under attack. I cant leave windows or doors open or they come in our home. We are supposed to have rota with neighbours for cats but they dont stick to it. Tried lots of things to keep out our garden but no use. It is getting so bad am thinking of moving. Spoken to council who are looking into it but suspect they will do nothing. We have a lot of cats in the area and the usual cat fights etc but this behaviour from their cats is frenzied aggression. Any ideas how to keep them out of my garden??

Have you thought they might be ferals who haven't been socialised properly? Or their abused.

I've never seen a cat attack a human unprovoked, happy well socialised cats don't lash out for no reason.
