How to deal with teething puppy?

We are fostering a 4 month old lab/Great Dane mix puppy for an animal shelter. He's is recovering from kennel cough and doesn't have all his vaccines which is why he is being fostered at home and not been adopted yet.

He is lovely, and wants to be loved, he isn't aggressive and has mostly mastered going to the bathroom on his puppy pad. But he is teething and clearly in pain and is biting everything because of it. I discussed it with the shelter yesterday and they were going to email me after speaking to the vet.

You can tell he is in pain as he rubs his toys on the same back teeth over and over again. And then he whines.

Is there anything I can do for him now? I've given him ice cubes which worked once, and I've frozen his toys and then given them to him. Also worked once but not again.

Try freezing carrots, they can chew them with their back teeth
