My neighbor had recently got two puppies for breeding they are approx 13-15 weeks now.
They are left alone outside for hours, no water food, shelter ect. Today they’ve been out there since 7ish am as the mums left for work and she puts them out before going, back at 5ish
Neighbors are completely not approachable. Young teen son who won’t answer door of just has his mates tell you to fuck off. Mum just says they are cared for as per vets guidelines. They are aggressive people who make the lives of people who complain about them unbearable.
I rung the rspca today who were completely uninterested (not a shocker)
Is there anything I can actually do? the rspca says there’s no one else to call.
Our housing officer says pets are allowed and just repeated that.
Dog warden says they are only for lost/strays
Council refer us back to the above
They cry constantly and the garden is covered in shit, they sleep on a bit of tarpaulin that’s covered in piss.
