Concerned about neighbour's dog

I'm more of a cat person so need some dog owners to help me out here.

My neighbour's upstairs have a 1 year old French bulldog. I'm in 80% of the time and have only seen them let him out in there garden a few mornings a week to go to the toilet. I don't see them walk him or let him out at any other time. I only hear him running around upstairs once they bring him in so I presume he is kept in a cage as they are out quite a lot. Do French Bulldogs need walking often? And where would he go to the toilet if he doesn't go outside?

I'm just slightly worried because before I moved in my housing officer told me that the communal door is damaged because they had to force their way in to get hold of a dog of theirs because there were reports from neighbour's that it had been left on its own for a long time and when they found it it was in a bad way.

Any dogs needs walking and no dog should be confined all day. If he really isn't being let out a lot then he is probably messing in the house, although adult dogs go less then you think. It could be that the 20% of the time you are out they walk it etc so I wouldn't jump to conclusions. Keep an eye on it and if still concerned then report to RSPCA although with minimal evidence they may do nothing. Also if you do report think if it would be obvious who did it especially if you are wrong.

Do they work shifts? Is it possible they could be taking him out while everyone is asleep? Poor doggy.

Sometimes my husband takes ours to work, people could quite easily assume we have left the dog alone and not walked her. I do know a lot of people who leave dogs all day though which I don't get.

I know they don't take him anywhere because he cries and whines all day/night long whilst they're out. Poor little guy

They've had a dog taken off them previously so may be banned from keeping one, RSPCA might be unaware that they have him

I would give them a call and see what they say at least then you have tried.

Try your local dog warden - I rang ours after twice finding a neighbour's dog running down the main road as the neighbour leaves it in the garden but does not have secure fencing. I got a really positive response and they promised to go round for a chat.

I had a rescued German Shepherd that had issues it had been abused. I use to get up at 4.45am to wake him everyday so we could avoid other dogs. He died of cancer a few weeks ago. He was the most loving dog but due to his issues a dog lovers dog. My brief when I took him home from the rescue was to keep him safe.

Can you speak to your housing officer? They may be banned from keeping animals. I'd be very concerned. Poor thing x
