Spaniel makes really loud barking/yapping noise when on the lead

Hi
I'm asking for advice on behalf of a relative who has a young rescue spaniel. He is a beautiful friendly dog. The problem she is having that if he is put on the lead he immediately starts making this terrible barking noise which doesn't stop. It is making it very difficult for her to walk him as he sets off all the other local dogs and then gets worse and worse in response. He does calm down a little when he knows he's on his way home.

How old is he? Has she moved house recently? Has anything happened to the dog whilst on the lead which could make it anxious? Is it walked on a harness or on the collar - if the collar has your friend taken it to a vet to rule out any health problems?
