Loopy cat-obsessed terrier

I've got two dogs, a male 6yo border terrier cross Lakeland and a female 1yo jrt cross.
Getting to the park is a twice daily struggle. The short walk is often hampered by a c-a-t sauntering along. None of the c-a-t-s seem remotely phased by the Tasmanian devil that is my 6yo on the lead. He grabs hold of the lead, rags it, growls, jumps about, and generally makes me look completely stupid. This is turn sets the puppy off barking because she is terrified of the noise he is making.
Any tips for handling the daily walk of shame?

They are usually fine once in the park, it's just having two dogs to control when one goes crazy at the sight of a cat.
Unfortunately, separate walks are difficult as they both need about 40 mins to an hour twice a day!
