An elderly couple with health problems have a young border collie dog who is extremely active. In my opinion they can't look after it due to their age and health.
They leave it in their bedroom for most of the day where you can heat it whining and scratching at the door, because if they let it out it jumps up and runs around constantly.
They don't walk it. Instead they let it on to the grass verg outside of their house a few times a day. To be fair, someone used to walk it once a day for them but this has stopped. So the dog is getting zero exercise. This is probably why it hardly eats anything.
I have also seen her throw her shoe at the dog before. And they often smack it for growling or accidents.
I've asked them why they don't rehome it but they say they don't want to get rid of it. I know there are many worse things that could be happening to this dog but I think someone else could look after it better.
I've emailed the RSPCA. But do you think I'm over reacting? I had to leave my phone number and address. Will they contact me does anyone know?
