Try a sock on the scratching foot, held on by a bandage (vetwrap from vet if you can get it)

My first question would be what have you used to disinfect it ? As many human disinfectants such as TCP are actually irritant to dogs and maybe making it worse. Salt water is really the best for these kind of things.
If it is red and raw it could be a hotspot\pyoderma and may need antibiotics to also stop it being itchy as this is a bit like impetigo in children.

Definitely get vet to check it. Could be hotspot dermatitis which needs specific treatment to get it sorted.
