Fancy dress for 15 yr old girls

One of DD's friends is planning a fancy dress party for her 16th. Boys will be present so looking good is imperative. DD has no idea of who to go as - the theme is celebrities. DD is a size 10/12, 5ft 4 with lots of long, curly mid brown hair. I think she looks great but she's busty/hippy and very self conscious of her body - definitely wouldn't go as a Marilyn Munroe or Amy Winehouse

Any thoughts?

Like the idea of Minnie Mouse BNWT - and the dress looks good (might even consider making one for her) Jennifer Lopez would be a bit too "sexy" for DD - she's just not comfortable enough with her figure to deal with that but thanks for the thought. Her best idea so far is to go as Wednesday from the Adams family (all covered up in black!) which we're thinking about.

does she have to go dressed as someone specific? If not, think I'd go for the gypsy or Spanish dancer look - big hoop earrings, red tiered skirt,black tshirt, some beads maybe, shawl etc.
