this might belong in the schools bit but here we go anyway..

What current year onwards does this affect?

I have dd1 in year 8 and dd2 in year 7.
Will dd1 be staying on till 18?

at our secondary school they ask you to agree in principle your dcs will stay on in 6th form basically our school has specialised as an humanities college and the results are fantastic as i know the school obviously already and they are very happy i doubt id move them to a local college as all their friends will be going atm the age is 16 but it is being raised in 2011 to 17 and 18 in 2015 HTH

My understanding is that current y9 will be staying until 17yo and current y8 and under will be staying until 18yo.

So your 2 will be staying until they are 18.

this can be doing work related/college & apprenterships ect via the school so its not like they have to go in 5 days a week for 6 hours jucylucy10 so not like school in yr 7/8 they are treated as young adults and dont wear uniform dressing smartly like if were in an office environment but some go to cookery college /builders doing all sorts of courses in conjunction with classes /study periods in school

Oh thanks - thats very useful to know.

And for children that go to secondary school where it cuts out after year 11 - I presume they are expected to apply to college or are the secondary schools making further provision?

i would think if they can the school will be expected to make room not sure as up until now they were allowed to leave at 16 so only a percentage stayed on in 6th form & some went to a college but they wont probably have enough room so i guess it gets more and more picky like uni does our school already they have to be getting at least a C to get in but if everyone has to stay on in full time ed i can only presume the they will want the higher grade students perhaps b and above will have to see what the school has to say on that one, good question
