No it depends on your legs. I am a size 12/14 but ok in leggings with boots if the top is the right length.

Have also seen bigger women look ok in leggings and slimmer women look tragic in them because outfit as a whole is crap or whatever

But its not just about the legs. Its the leg/tummy ratio. You can have the best legs in the world but if your tummy is big then jeggings will make you look like a lolly-pop.
