Prescriptives magic liquid powder

Following a recommendation on here I have finally tracked some down on ebay. The listing says new but there is no brush/applicator and the pot is only half full of powder. Is this right??

I am sure there should be a brush and perhaps not full to the top but not half empty

Grr. She continues to claim it is brand new so I can't even try it in case I need it as evidence in a paypal dispute. Grumble, grumble...
