Too long and baggy and you have an outfit that should only be seen on this lady (and 20 years ago at that)

I like it, think it would look good with a plain, semi-fitted (ie. not too tight) top.

It would be nice without the little split up the back of it. Agree that will look nice with black top (go for a loose fit, fine knit) and opaques with round-toed heels.

Unless you are, say, Daisy Lowe or Agnyesse (how the *** do you spell her silly name) Deane then you will look like cheap. If you are one of those two and no more than 25 you could probably work it with the other items you have suggested.

I used to wear one like this in my student days in the 80s/90s but it was teamed with Doc Marten boots and thick black tights so probably not the look you're after

In fact I made it from a sequin jumper that I bought in a charity shop.

Believe it or not, it was much admired

sequin skirt needs to be slightly baggy not skin tight
