If someone is mousy I think they are a bit 'plain' dirty blonde sounds so much better!

But they aren't the same thing

Dirty blonde = darkish hair with blonde highlights

Mousy = naturally blond hair that has veered darker

Well anna my hair is both! It was blonde and veered darker towards mousy and I got the blonde put back in, in the form of highlights.

Not enough sun for that in Yorkshire. Actually I got fed up after 12 years of blonde highlights and went for a chestnut all over. I liked the colour but the mousy/grey roots coming through were not good. So I currently have blonde highlights over a reddish brown.
