Summer capsule wardrobe

I just wondered if my plans sound about right? I am a size 16/ 5 11". I do plan on losing weight but need a wardrobe that fits for the summer. I have a small budget of 200 quid or so but I'm happy to buy secondhand off ebay. I am constantly running after 2 yo twins so needs to be practical but I felt like such a frump last year so have been epilating, moisturising and foot filing to get ready to bare calves at least :)

Stuff I have that fits:

Lots of flat shoes in various collars
Floaty silk East dress
Floaty silk East top
Grey cotton sleeveless dress normally wear with cardi
Sunglasses
Multi coloured monsoon skirt
Shift dress in navy with spots
Various lightweight scarves
Heavier clothes for chillier days

Stuff I need:

Open toed sandals to stop the tanned feet/ white toes of last year!
A couple more floaty skirts
Some kind of cover up for shoulders and arms; I have a lovely white unlined linen jacket that used to be my goto for this sort of thing but is now too small and I suspect too impractical but I suspect I need something similar in another colour?
Tops I feel like this will be where I spend most of my budget but am a loss here?
maybe a silk wrap dress with sleeves

Having written that out I feel like it's really tops I need help with. I'd love a sugggestion for boat neck, elbow length sleeves in a fine jersey or non see through t shirt material. Or any other suggestions.
