How can I look polished on a budget when I have crap skin?

Im a strange shape too: stats are 32H bust, size 14/16 hips and bum and 33" inside leg trousers. I have a waist but a mum tum means I don't get to make the Most of it. I have rosacea and this stretches onto my decollotage area too . Im pale colouring so the red skin really shows more. I also get very dry patches on my face which then mean make up sticks to it and looks grim.

I'm after some key items both casual and workwear (office is smart casual not suited and booted). My usual style is slobby but fitted at home and fat face type wear for work.

It's all a bit meh. Any and all help appreciated.
