Toddlers to pre-teen clothing

I am a final year university student currently writing my dissertation on young girls clothing being too provocative.
I was wondering if anyone has any opinions on this that they wouldn't mind sharing, or any particular problems with certain retailers/Kids clothing stores?
Any input would be highly appreciated and helpful.
