Help me find a top to go with this skirt for a wedding?

I've bought a Vivienne Westwood skirt in the sale for a wedding this Summer. It's the same as the one pictured here, but is all black, with no stripes. I'm struggling with what to wear with it - I am rubbish at buying tops anyway, but really need something to emphasise my waist or I'm convinced I will just look enormous. I was thinking maybe a slightly off the shoulder top to even out the big skirt or jacket with fitted waist?
Accessories will be sky high heels and big hat

i'm picturing a white slub silk big lapel ope neck fitted shirt-wd offset the big hat and heels -=old fashionned Hollywood glam look.
