How do you deflect attention from / disguise a scraggy neck?

In my 50s and slimmish and well presented, but my neck (though not wrinkly) looks scraggy and really not nice, especially when I push my head forward

What can I do to make it less obvious, other than bind a scarf around it?

Do you cleanse/moisturise/sunscreen etc down to the boobs? Worth doing that if nothing else. You might as well have healthy bright skin even if it is scraggy. Also maybe try a tinted/glowy moisturiser there?
