How do I wing out eyeliner?

I don't want a cat's eye & I don't want the liner to stop where my upper lash line stops, I want something in the middle, but I'm having difficulty finding an angle to wing the eyeliner up & end it.

How do you judge what the line should be when its extended out of the outer corner? Google suggestions all just contradict each other!

I use a damp angle brush & eyeshadow for liner if that makes a difference.

Hopeless at links on my phone but if you google Charlotte Tilbury she is an amazing makeup artist who is awesome with cat-eye liner.She has loads of tutorials on line.
