What's the best cuticle moisturiser you've found, that isn't an oil?

Flexitol - from Boots. I had the worst ragged cuticles ever. Rubbed this in every day and within a couple of weeks I had lovely nails. It's quite thick and concentrated, you only need a little.

I'll second Flexitol nail & cuticle cream. I had very very dry bitten cuticles, used oil everyday & Handcream a million times a day but didn't really help. A few days of flexitol & they're vastly improved.
