Help! what to do with my long layered hair?

Hi, on a good day my hair is kind of like Sandra Bullocks, long layered etc and I love that sort of 'look', sexy/romantic/feminine, I wish .

On a bad day its more like Neil from the Young Ones

And I almost always end up with may hair tied up, it gets in the way and, tbh, doesn't look exactly stylish.

I'm dithering about getting a fringe cut in, to give more 'style', any suggestions, ideas, what you have done, very welcome!
