Do you dress for the position you aspire to ie the one above where you are now for work ?

I just spotted this nugget of advice on another site and wondered ?
My job is smart but not suits unless you are a manager which I was previously and frankly that's all I have right now.
Am wondering if everyone is looking at me thinking who does she think she is or crickey look at that 90's relic (more likely).
