Changing education authorities

Afternoon - I hope someone can help.
WE are in the process of applying for EHCP for our son. The school we would like him to go to regardless of whether we are successful or not is in another education authority or county. If we move to be nearer the new school does the EHCP move with him or would we have to re-apply if we were successful?

I applied in the county I was living in, when we moved and Dc changed to a school in next LA, the statement was upheld, (in that school LA agreed school was suitable if home LA pay.)
We're due to transfer to echp, and that will be done by home county LA.

I asked our solicitor this question, and the answer wasn't entirely straightforward.
