Education Healthcare Plan Application

Hi I have a 7 year old daughter with a vision impairment (a rare focussing disorder) She needs all curriculum materials in size 36 bold font, audio materials, rest periods and also some 1 to 1 support. She also has bi focal glasses.
Her mainstream school is currently receiving emergency funding but they are planning to request an ECHP. After a chat with the Local Authority the SENCO is concerned that due to cuts the application will be turned down. The school have said that without it they will struggle to provide the curriculum.
Do any of you lovely people have any suggestions on how to apply for an ECHP or tips on how to maximise success?
The school has suggested that evidence from a private consultant will not be considered and that I should therefore request an Nhs report too. Can that be true?
