OT equipment

My ds has an ehcp and has a set ot programme being put in place. He goes to a mainstream voluntary aided primary school. The ot has recommended various equipment for him to use in school - not overly expensive. School are refusing to provide this equipment and have told the ot to tell me that I have to take it in. I thought that their Sen budget was meant to cover the costs of this are they not given a budget for each child and if hey need more they apply for extra funding (we are in herts). Can anyone advise please before I speak to school. I don't want to have to pay for two sets of equipment.
