Statutory Assessment referral help needed please.

This has be going on for so long now,i have lost the ability to think clearly.
School have finally resubmitted the referral for DS assessment.I have finally recieved a copy this morning in the post.SENCO couldn't find the time to give me a copy before school finished for Easter.Hmm
The first one was sent in July 2012 but LA turned it down.The reasons were: school hadn't had long enough to put into place recommendations made by the EP. Waiting for CAMHS assessment.
DS reading level in july 2012 was P6,now school have said P8.But DS has only learnt 3 new words,and is still on the same reading band.
So will these new levels affect the appliction for assessment?
Also how can DS have gone upto level P8 but still on the same reading level?
Thank you if anybody can help.
I'm so stressed at the moment.

DS will be 8 in july.
He has speech delay and delay in understanding language.The lastest assessment put him at age 5.4.

These levels are very weak. Your son should be on a level 3c by now so he is operating at 7 levels lower than that. You've got a very strong case. Reading at P levels isn't just about reading words but also about holiding a book the right way, knowing that you turn the page, being able to match details, etc etc. there is also some level of comprehension. So although your son might have only gained a few more words, he might be doing more of the other stuff. To be honest at that level there is no way he can access the normal curriculum without major levels of one to one. Sorry to sound so brutal to a fellow flyer but it strengthens your case for sure. What is his diagnosis?

Thank you Flapping and i don't think you sound brutal just honest. At this point i really need honest. SENCO keeps telling me DS won't get a statement with those levels. She really is trying to put us off pushing for one. But we feel he really needs more help.
DS hasn't got a diagnosis yet,still going through assessments with CAMHS and OT.
