Statement issues

Hoping for some advice.

Dd has a statement but isn't getting all the provision listed on the statement. I have contacted school but they say they can't fund the additional therapy services without cutting something else as it is a delegated funds statement. The LA said they were funding this provision when the statement was drawn up.I have contacted Local Authority twice, once by phone and a voicemail was left and once by email. No reply so far and they never answer the phone! What should my next steps be?

I understand I have the option of Judicial Review. Can anyone recommend a SEN Lawyer in London who specialises in these kind of cases?

If anyone knows anything about getting legal aid for a child that would be really helpful too.
