Answer to your last question is unfortunately Yes.

LEA's and Health will be expected to meet the cost but the lower ranges of needs and SA and SA+ might not be included in provision plans as schools will be expected to meet the cost from their own budgets - ermmm reform??

It looks to me like all has happened is that the accountability has been exapanded to cross as many people as possible to fudge and delay resourcing responsibilities.

Involve as many people as possible and play pass the buck. Average length of bass the buck game = 18 years.

I recently saw this letter to the education select committe which sets out some of the intended changes.
