Has anyone ever appealed against their PCT for a treatment that is not routinely funded?

I've recently heard that our funding application for an operation for DS has been refused and I can't get hold of the consultant to talk about it. His secretary is being very polite but a very good gatekeeper! I've rung the PCT to see if I can find out why but am unsure of the next steps, especially as it seems that we only have a month to lodge an appeal and the decision may have been taken over 3 weeks ago!

Anyone ever done this? Anyone got any advice....
