What do you know about Judicial Review?

Can I ask from everything I've read or heard most LA's appear to be very reluctant to risk Judicial Review but ours must have nerves of steel because they aren't budging not even to finalise the statement as told to by the LGO Why would that be? How can they be so cock sure of winning? Are they bluffing?
I've heard from the school that Inclusion officer is going Tuesday to sort out provision in the mainstream sixth form, so could the LEA have another proposed amended statement in the pipeline seeing as the solicitor has torn to pieces the last one? The school won't recruit until it's finalised so another proposed amended statement would be yet another delay in the process not that I even want ds to have to attend even temporarily.
