bulk packaging - who do you use?

I'm setting up a business which will involve selling goods online.

I need nice packaging, some of the goods will be gifts. I want small boxes with tissue paper - but I cannot find anywhere that is supplying this in bulk that isn't shipping them in from China and needing to buy a whole pallet.

Any leads you'd share?
