Bedime for 9.5 month old

I'm really struggling to get my son to sleep, it's taking me hours and I'm wondering if I'm trying too early or too late?
Wake up - between 6am-7am
Morning nap - 9am for between 45 mins and 1.5 hours
Lunchtime nap - 1pm for about 2 hours

I have a toddler who is in bed for 7pm so have tried putting him down then too (by down I mean feeding and attempting to rock to sleep...) but he never feeds to sleep and just tries to jump out of my arms. If I put him in cot he cries and as he shares room with his brother I can't (and wouldn't) leave him. Should I be keeping him up longer? He always seems really tired so worrying about him becoming overtired too. Need to get the timing right so I can work on how I get him to sleep! Thanks for any help.

Personally I wouldn't keep him up longer.. Have you tried pushing his afternoon nap back a little in case he is actually a little overtired by bedtime? Just a thought even though it sounds crazy to have him napping later I have heard it can work!

My 10.5mo DS's schedule is:

Wake up - 7.00ish
Nap - 10.00 for about an hour
Nap - 2.00 for about 1.5 hours
Bed - 6.30

So we seem to have roughly fallen into him being awake no more than about 3 hours.

Thanks I'll give it a go although my worry with that is that I'll have to wake him early to collect toddler from nursery... he wakes up after 40 mins so I think he probably is overtired but I can't get him to sleep earlier with a toddler running around.
