4 year old wild at bed time please help

We have 3 DS. DS1 - 4, DS2 - 2 1/2, and DS3 - 4mnths.

DS2 goes to bed like a dream at 6.30pm ish.

DS1 goes to bed shortly afterwards and shares a room with DS2

Bed time is getting worse and worse though for DS1. Tonight he listened to his stories and I said goodnight and went downstairs. I could hear bumping around and know that DS1 will wake up DS2 so went to investigate. I found DS1 in hysterical laughter wearing a pair of my boots which he proceeded to kick off sending them flying across the room. He then started shouting and screaming so I removed him from the room and he continued shouting and screaming and woke up DS2.

He has a calm and consistent bed time routine
He has a star on his star chart for going to bed nicely
He has a trip out with Daddy if he has stars on his chart (he missed his trip this week because of the nightmare we had with him last week and he went to bed nicely twice after this)

Getting cross with him does not work although we both struggle to keep calm when he makes DS2 cry and DS3 is crying because he is tired.

Sitting with him does not work as he gets more wild trying to wind us up.

He is very active in the day with lots of fresh air.



DH and I are at our wits end Sad please help
